The development of renewables is accelerating in Italy after last year’s boom, driven by falling costs, the attractiveness of higher electricity market prices, and (partial)
improvements in permitting.

At the same time, markets and instruments are evolving: the growing need for flexibility and storage to ensure system security calls for substantial infrastructure investments.

Market structures are set to change due to the combined effects of support mechanisms, storage development, and regulatory evolution, opening up new opportunities for market players.

In the background, the potential future development of new-generation nuclear in Italy is also emerging.

In this context—made even more complex and uncertain by geopolitical tensions and economic instability—the future of the energy sector is in question.

The IREX Annual Report 2025, “The Italian Energy Transition: Figures, Strategies, and Outlooks”, examines the state and evolution of the sector in Italy and Europe,
exploring the most pressing issues:

  • The development and sustainability of Italian investments in renewables, focusing on permitting evolution and key strategic trends
  • The economics of renewables in major European countries, analyzing costs and revenues of core technologies—onshore and offshore wind, and solar PV—across different configurations and solutions
  • The trends and critical issues in energy and flexibility markets, such as the emergence of negative prices
  • System adequacy and Italy’s roadmap for the energy transition
  • The role and prospects of storage—both batteries and pumped hydro—with an extensive regulatory, economic, and strategic analysis of opportunities and risks
