Hydroelectric generation is a cornerstone of renewable production in Italy’s energy mix. In 2024, hydroelectric power produced 52 TWh, covering 40% of renewable generation and 17% of national production, with mostly programmable output and the rest at least predictable, with obvious consequences for grid stability. Estimates of investments in the hydroelectric sector in Italy vary, but indicate a significant need for plant renewal and modernization, with figures ranging from 5.5 to 15 billion euros for renewal and another 3.4 billion for new mini-plants that enhance existing hydraulic works such as dams, weirs, and irrigation networks from an energy perspective, and potential development also with larger plants on less exploited rivers or low-head installations. One of the objectives is to improve the efficiency and power of the existing plant fleet, which in many cases has a high average age. Factors hindering investments include uncertainty over concession renewals, non-application of the new provision on prevailing public interest in compliance with RED III, the burden of BIM fees and surcharges, and the additional obstacle of SNPA compliance for access to Next Generation EU economic support mechanisms. The conference aims to delve into these aspects to unlock investments in a sector that can increase its contribution to national energy security and reduce energy costs, and stimulate the entire industrial supply chain linked to the maintenance of large plants.<\/p>\n\n\n\n
